Unemployment Rate (GLA)

The claimant count measures the number of people claiming Jobseeker's Allowance (including those signing on for National Insurance credits). As the count is a by-product of the benefits administration system, it only counts those unemployed people who are claiming benefits. For this reason, the claimant count is best viewed as an unemployment indicator not a comprehensive unemployment measure.The labour force is defined as the economically active residents in that area (excluding economically active full-time students). Economically active people are those who are either in work or who are unemployed and looking for work. The rates are intended to provide an indication of how the resident workforce is faring in the labour market and to provide like for like area comparisons. Full-time students who are economically active are excluded from the base as most are ineligible for unemployment-related benefits and also because their exclusion provides a more meaningful comparison between areas.

An SMR is essentially a comparison of the number of the observed deaths in a population with the number of expected deaths if the age-specific death rates were the same as a standard population. It is expressed as a ratio of observed to expected deaths, multiplied by 100. SMRs equal to 100 imply that the mortality rate is the same as the standard mortality rate. A number higher than 100 implies an excess mortality rate whereas a number below 100 implies below average mortality.
